ACF ACF - Area Cost Factors

ACF is designed to empirically measure the cost of facility vertical construction at a given location versus a national average. It is not intended for paving and site work type projects.

ACF is based upon a national average for the United States, and is not related to any specific city or location. Previous location adjustment factors were based upon a specific city, resulting in the potential for significant fluctuations in the ACF.

Thus, ACF is a means by which the Department of Defense (DOD) performs a comparison of construction costs for facilities by military installations. ACF provides an overall index, by major military installations (or major cities in other countries besides the U.S.), that is used for adjusting national unit costs for future budgetary programming activities.

ACF is used by a Tri-Service team to develop area cost factors for the DOD. It is not a software generally available for use by others; it is not available for A-E firms.
