About Us
In 1990, Headquarters, U.S. Army Corps of Engineers (HQUSACE)
established the Engineering & Support Center, Huntsville, as the
Ordnance and Explosives Center of Expertise (OE-CX). Subsequently
the OE-CX was re-designated as the Military Munitions CX (MM-CX). In
2007, under a reorganization initiative, the Hazardous Toxic & Radioactive
Waste Center of Expertise (HTRW-CX) combined with the MM-CX to form the Environmental
& Munitions CX (EM-CX) of the Huntsville Center, with the MM-CX now designated
as the MM Division.
Military Munitions Response Program (MMRP)
MMRP covers Munitions and Explosives of Concern (MEC) and Munitions Constituents (MC).
Examples include the following:
- Bombs
- Land mines and grenades
- Guided missiles and torpedoes
- Artillery, rockets, and mortars
- Bulk explosives, propellants, depth charges
Scope of Response Actions
- Formerly Used Defense Sites (FUDS)
- Installation Restoration/Base Realignment and Closure (IR/BRAC)
- Superfund and other non-FUDS
- Ordnance support for hazardous, toxic, or radioactive waste (HTRW) actions
- Ordnance support for construction sites and Range Maintenance

CX-MM Responsibilities
- Review and approve munitions related products from design centers
- Mentor and advise district personnel
- Develop remediation cost models
- Establish procedures and quality assurance standards
- Provide public affairs assistance to Corps of Engineers districts
- Establish the administrative process for property/project close out
- Coordinate technical and policy issues with Department of the Army safety community
- Draft Corps of Engineers technical guidance for response actions at FUDS under MMRP
- Develop risk models
- Review and evaluate innovative technology for the detection and removal of MEC
