Mission
The U.S. Army Engineering and Support Center, Huntsville, is a specialized agency of the U.S. Army Corps of Engineers.  The Huntsville Center missions involve programs that are national or broad in scope; require integrated facilities that cross geographical boundaries; require commonality, standardization, multiple-site adaptation, or technology transfer; require a centralized management structure for the effective control of program development, coordination, and execution; or require services not normally provided by other Corps elements.

Functions
Huntsville Center operates on a reimbursable basis.  Our customers fund the organization for services and products they want it to provide.  Huntsville Center’s viability rests on the strength of our competitiveness.  The type and amount of work that the Center does is directly tied to our ability to generate and keep customers.

Our customers come from throughout the U.S. armed forces and other federal agencies. Working with architect-engineer firms, construction contractors, and other commercial vendors, the Center provides high-quality products on time and at reasonable cost.

Key Processes

Engineering & Technical Services
Engineering and technical services are provided at a competitive cost to support programs such as the destruction of the nation's aging chemical weapons, the elimination of the public safety hazard of unexploded ordnance at formerly used defense sites, the design and construction of military training ranges, and upgrades to military hospitals. The specialized engineering expertise required to execute these programs is continuously leveraged through the use of emerging automation technology including advanced computational codes, geographical information systems, artificial intelligence, and global positioning system applications.

Construction Management
Construction management focuses solely on the Chemical Stockpile Disposal Program. International agreements and Congressional legislation require that the nation destroy its stockpile of toxic chemical weapons at eight storage sites scattered throughout the United States.  Safety and environmental concerns require each disposal facility to meet stringent construction standards.  The Huntsville Center provides critical national construction oversight using specialized engineering and technical expertise.

Innovative Contracting Initiatives
Innovative contracting initiatives provide contracting and acquisition management support that is tailored to the unique needs of each of the Center's customers.  A broad range of experience exists on a wide variety of responsive types and kinds of contracts, from traditional, firm fixed-price to cost reimbursable-based, shared energy savings contracting. The Center's contracting expertise also includes subjects such as complex electronic security systems, telemedicine equipment, various aspects of environmental stewardship, and facility repair and renewal. These acquisition management capabilities use the team approach to assure timely and cost-effective delivery of products and services to the Center's customers so that they can save time and money in their projects.

Program & Project Management
Program and project management are included as part of each service offered by the Huntsville Center, providing a single manager for a customer's complex and diversified technical needs.  From establishing project priorities to determining resource requirements, from monitoring the progress of work to administering contracts, the Huntsville Center's program and project management expertise can guide a project from beginning to end.  The Center functions as the Corps' single manager for strategic ballistic missile defense activities, its Criteria Document Update Program, and the environmental restoration of Defense Logistics Agency installations.  It manages energy programs for installations within the U.S. Forces Command and upgrades medical facilities throughout the Army and Air force.  The Center also provides management, development, implementation, and maintenance services for automated engineering systems that meet such needs as cost estimating, environmental compliance, and real property maintenance.
