MEMORANDUM OF AGREEMENT
BETWEEN
CHEMICAL SUPPORT DIVISION
U.S. ARMY EDGEWOOD RESEARCH, DEVELOPMENT AND ENGINEERING CENTER AND
U.S. ARMY ENGINEER DIVISION, HUNTSVILLE
I. PURPOSE. The purpose of this Memorandum of Agreement (MOA) is to establish the roles
and responsibilities for the coordination, command responsibilities and support required for
Ordnance and Explosive Waste (OEW) environmental restoration activities at Formerly Used
Defense Sites (FinDS).
2. SCOPE. This MOA applies to the Chief, Chemical Support Division (CSD), U.S. Army
Edgewood Research, Development and Engineering Center and the Commander, U.S. Army
Engineer Division, Huntsville (USAEDH), and their respective subordinate organizations. This
MOA applies only to the relationship and responsibilities between CSD and USAEDH at FUDS
where suspected or known OEW exists.
3. REFERENCES. Applicable references are located at Appendix A.
4. DEFINITION. OEW is anything related to munitions designed to cause damage to personnel
or materiel through explosive force, incendiary action, or toxic effects. OEW is defined as bombs
and warheads; guided and ballistic missiles; artillery, mortar, and rocket ammunition; small arms
ammunition; anti personnel and antitank land mines; demolition charges; pyrotechnics; grenades;
torpedoes and depth charges; containerized or uncontainerized high explosives and propellants;
nuclear materials; chemical and radiological agents; and all similar or related items or components
in nature or otherwise designed to cause damage to personnel or materiel. Soils containing less
than 12 percent by weight of any explosive no more sensitive than RDX are not to be considered
reactive.
5. BACKGROUND. The USAEDH is the U.S. Army Corps of Engineers (USACE) Mandatory
Center of Expertise (MCX) and Design Center for OEW. In this capacity, USAEDH has the
execution mission for OEW activities conducted by USACE for the FUDS, Installation
Restoration and Base Realignment and Closure programs. All USACE offices are required to
bring OEW matters to tlie MCX for management, execution, and technical support.
6. USAEDH RESPONSIBILITIES. Programmatic responsibilities are listed in CEHND 1105-3-9.
Responsibilities specific to this MOA are listed below.
a. Provide formal taskings to the CSD for all services required in support of FUDS
remediation efforts.
b. Insure sufficient funding is provided to the CSD for the execution of all required tasks.
c. Insure adequate funding is provided to the CSD for deployment, operation and
maintenance of all necessary equipment.
d. Assist as needed to coordinate meetings and transfer of information from other
activities.
e. Maintain final responsibility for all projects.
f. When appropriate for individual phases or elements of support, prepare Support
Agreements on DD Form 1144 or ENG Form 4914-4 to supplement this MOA by addressing
specific projects, describing the Scope of Work in detail, and defining other elements of this
agreement.
g. Refer all inquiries from outside sources (both Government and industry) concerning
application of new technologies for monitoring of environmental media to the CSD for
evaluation.
7. CSD RESPONSIBILITIES.
a. Participate in planning meetings for remediation projects to include site visits.
b. Prepare required documentation such as Site Specific Monitoring Plans.
c. Deploy, operate, and maintain required monitoring as well as other support equipment
belonging to USAEDH in support of FUDS remediation projects. Equipment will include but
not be limited to the following:
(I) Mobile Environmental Analysis Platform (MEAP)
(2) Real Time Analytical Platform (RTAP)
(3) Mobile Munition Storage System (includes explosive containments shelter,
filtration, and fire suppression systems)
d. Insure proper accountability of all USAEDH equipment within the control of CSD.
e. Return control of all equipment to USAEDH upon termination of this MOA.
f. Perform all required chemical warfare related low level monitoring of environmental
media to include air, water, and soil.
g. Maintain 40 year database of all monitoring results.
h. Maintain an acceptable QA/QC posture associated with all tasks performed under this
MOA.
i. Develop and submit cost estimates for funding.
j. Be responsible for final execution of tasks in support agreement.
k. Contract and manage contracts with private firms as necessary.

9. EFFECTIVE DATE AND REVIEW. This MOA becomes effective upon the date of the later
signature. This agreement will be reviewed biennially by both parties or sooner, at the request of
either party to determine the need for additions, deletions or changes. The biennial review will be
initiated by the USAEDH action officer within 120 days prior to the 2-year anniversary. This
agreement may be amended upon mutual consent of both parties. Such amendments will be in
writing and will be signed by the authorized representatives of USAEDH and CSD. This
agreement may be terminated upon consent of both parties.
